What is a Sustainable Design Assessment Report?

A Sustainable Design Assessment Report is a detailed report outlining the requirements of a BESS & WSUD (Water Sensitive Urban Design) Response also known as a STORM Water Management Response. The council can also request a Sustainable Management Plan which is very similar just with a few extra requirements.

This report is requested from Council when the number of dwellings Is between 2-9 single buildings.

This report is requested from Council when the number of dwellings is 10 or more single buildings.

sometimes referred to as the STORM Water Management Plan which involves working out a roof catchment plan & the amount of impervious area going to different treatment types:

  • Water Tank (Best treatment solution)
  • Raingarden
  • Buffer Strip
  • Permeable Paver (Average cost of ~$60 sqm)
  • Envis Pit (Average cost of ~$5000 per pit)

We use the above treatment methods to achieve a reduction in the following resulting in a 100% STORM Rating Score:

  • Suspended solids – 80% retention of typical urban annual load
  • Total Nitrogen – 45% retention of typical urban annual load
  • Total Phosphorus – 45% retention of typical urban annual load
  • Litter – 70% reduction of typical urban annual load

The reports outline certain practices & requirements that are imposed on the development site which can be specifically requested by the local council or required to achieve a pass in the criteria outlined in the BESS (Built Environment Sustainability Scorecard) tool. Examples of such requirements could be as follows:

  • 6.5 NatHERS Star Rating average across the site
  • A Level 1 Electrical Vehicle Charging point to each Garage on the site
  • A secure bicycle space for each Dwelling 
  • The use of shading devices on the N, E & W facing habitable windows
  • Habitable windows required to be Double Glazed

When is a Sustainable Design Assessment Report Needed?

Most councils in Victoria are requesting a Sustainable Design Assessment Report be completed for multi-dwelling developments. Below you will find a table of council’s that are subscribers to the BESS (Built Environment Sustainability Scorecard) tool which means it is highly like one is required:

If you see the council your project is located within above, then a Sustainable Design Assessment will be required. Submitting the report early and committing to providing a sustainable approach on your project, can assist in the council completing your permits sooner. Many councils favour this practice, and it is very quickly becoming a standardised approach in the industry.
